CALIFORNIA STATE PROPS
Prop 2 Authorized Bonds Public School and Community college Facilities YES
League of Women Voters is for it.
Many tend to vote yes on Bond measures for schools. Schools need the money. Bonds is the way that schools get funded for construction.
Prop 3 Constitutional right to marriage YES
Prop 4 Authorizes Bonds for safe Drinking water, wildlife prevention, and protecting communities and natural Lands from Climate Risks YES
Bonds. Howard Jarvis Tax opposes.
Prop 5 Allows Local Bonds for Affordable Housing and Public Infrastructure with 55% voter Approval YES
Lowers the local government tax to a 55% voter approval instead of two-thirds vote. No vote keeps it at two-thirds.
Prop 6 Eliminate Constitutional Provision Allowing Involuntary Servitude for incarcerated Persons YES

Prop 32 Raises Minimum Raise (put on ballot by petition signatures) YES
Mixed feelings.
Prop 33 Expands Local Governments Authority to Enact Rent Control on Residential Property (put on ballot by petition signatures) NO
Michael Weinstein puts this forward because he doesn’t want the State to be involved in his properties. He is a slumlord.
YIMBY is voting NO.
If in doubt, vote NO.
Prop 34 Restricts Spending of Prescription Drug Revenues by certain Health Care Providers (put on ballot by petition signatures) NO
Will probably go to court if passed. If its going to be litigated it will be expensive for the State.
The State is already negotiating for lower prescription through Medi-Cal (?).
Prop 35 Provided Permanent Funding for Medi-Cal Health care Services (put on ballot by petition signatures) NO
League of Women voters opposed. Limits the legislature flexibility.
Legislature should have flexibility to make changes.
Prop 36 Allows Felony charges and Increases Sentences for Certain Drug and Theft Crimes (put on ballot by petition signatures) NO
Will harsher penalties deter the ring behavior? League of Womens Voters is opposed.
People don’t want to go to Target etc and shop where things are locked up.
Prisons are expensive and are for-profit.
There needs accountability. Restorative justice.
SAN DIEGO COUNTY
Measure G Fund SD County Transportation Infrastructure and Safety Project through a half-cent Sales Tax YES
Needs simple majority to pass since this was brought by voter initiative (petition signatures).
Tax puts more money into public transportation, not highways.
Scott Peters for it. Carl de Maio against. UT is against.
CITY OF SAN DIEGO
Measure C Amendments to charter Section 66 Regarding Board of Education Elections YES
Getting rid of the Primary if two or fewer running for the seat.
Measure D Adding Charter Section 41.3 and amending section 41 to Strengthen the Independence of the Ethics Commission YES
Ethics reports to and is controlled by the City Council. Makes the Ethics Commission
Measure E City of SD Sales Tax YES
One cent sales tax
Who will manage the money.
One reason for budget deficit – fast track construction in housing. Paying no DIF fees. Apartment complexes in backyards aren’t paying development fees.
Measure HH SD Community College District Classroom Repair, Affordable Education, Careers Measure YES
UT says yes on Prop HH. SD Taxpayers Association support.
Specific projects that each Community College. City, Miramar, Mesa, Continuing Education.

State Assembly: Chris Ward
School: Gregg Robinson and Richard Barrera
SD City Mayor: Todd Gloria
SD City City Attorney: Heather Ferbert (works with current City Attorney Mara Elliot) Heather has come up through the City Attorney’s office and learned from Mara who is a successful City Attorney. Brian Maienschein hasn’t practiced law in 30 years.
